Flood insurance has been provided by the federal government for the last fifty years. That program, however, has long been torn between competing objectives and different visions. Recently, a very small private flood insurance has been emerging, but it remains only about 4% of the market. In addition, multiple recent floods have demonstrated the large flood insurance gap in the United States and the implications for post-disaster recovery. This talk will explore the future of the flood insurance in the US, including the roles of the public and private sector, the challenges of affordable disaster coverage, how to effectively manage exposure, and how flood insurance fits into the overall disaster risk financing in the country.

Carolyn Kousky is Director for Policy Research and Engagement at the Wharton Risk Management and Decision Processes Center at the University of Pennsylvania. Dr. Kousky’s research has examined multiple aspects of disaster insurance markets, the National Flood Insurance Program, federal disaster aid, and policy responses to potential changes in extreme events with climate change. She has published numerous articles, reports, and book chapters on the economics and policy of natural disasters and disaster insurance markets, and is routinely cited in media outlets including NPR, The New York Times, The Washington Post, Fortune, CBS News, and Business Insurance, among others. She is the recipient of the X International Julio Castelo Matrán Insurance Award from the Fundación MAPFRE on behalf of the Policy Incubator, which she directs, and the 2013 Tartufari International Prize from the Accademia Nazionale dei Lincei. Dr. Kousky was a member of the National Research Council Committee on Analysis of Costs and Benefits of Reforms to the National Flood Insurance Program and is a University Fellow at Resources for the Future. She has a BS in Earth Systems from Stanford University and a PhD in Public Policy from Harvard University.
